South Korea unveiled $950 billion of chip cooperation. The public documents reveal no firm minimum
South Korea described five years of semiconductor cooperation as $950 billion of long-term purchases. But the published company releases provide headline estimates, letters of intent and a memorandum of understanding without minimum quantities, mandatory payments or cancellation terms, leaving the publicly verifiable purchase floor undisclosed.

Why it matters
The $950 billion headline could influence expectations for chip demand, supplier revenue and AI-related capital spending, but the available disclosures do not support treating the full amount as a firm order backlog. Investors, suppliers and policymakers therefore cannot yet separate enforceable purchases from estimates, previously planned projects and broader cooperation. Future contracts and financial disclosures will determine how much activity becomes delivered chips, recognized revenue and genuinely new investment.
The answer is not zero. It is undisclosed
An outside reader cannot calculate a firm minimum purchase commitmentfirm minimum purchase commitmentIn this analysis, a firm minimum purchase commitment is the smallest quantity or payment that the published terms say a buyer must provide. from the documents published by Nvidia, Samsung or SK Telecom. Cumulant Research finding
The defensible public-record answer is not "$0 committed." It is "no firm minimum disclosed." Private agreements may contain enforceable obligations, but the published material does not let an outsider measure them.
That distinction matters. Saying the minimum is zero would make an unsupported claim about documents the public has not seen. Saying the minimum is undisclosed reports the narrower result of checking what the companies and government actually released.

How the government reaches $950 billion
Official headline values, not independently reconstructed orders
The government presentation adds $750 billion of SK-related semiconductor supply to $200 billion of Samsung-Broadcom cooperation. No public quantity-and-price schedule was provided.

The government's arithmetic is clear, but its inputs are not
South Korean policy chief Kim Yong-beom presented the total as $750 billion of SK-related semiconductor supply plus $200 billion of Samsung-Broadcom cooperation over five years. He characterized the arrangements as long-term purchases and advance memory orders rather than Korean investment abroad. [Asia Business Daily](https://view.asiae.co.kr/en/article/2026072514201225774)
Yonhap separately reported Kim's statement that SK Group would supply $750 billion of high-performance semiconductors to global technology companies. Reuters reported the same $950 billion headline after the San Francisco summit hosted by President Lee Jae Myung. [Yonhap](https://en.yna.co.kr/view/AEN20260725001153315) [Reuters](https://www.investing.com/news/stock-market-news/samsung-elec-sk-group-seal-950-billion-deals-as-south-korea-hosts-ai-powers-4812752)
Those reports confirm what the government said. They do not independently reproduce the private contracts, unit volumes, prices or assumptions needed to rebuild the valuation. A headline total can be accurate as an estimate while still failing to reveal the lowest amount a buyer must ultimately purchase.

What the named company releases quantify
Lower thresholds with different scopes, shown separately
Nvidia says more than $500 billion for a mixed initiative covering AI-factory infrastructure and memory. Samsung estimates more than $200 billion for its Broadcom collaboration. The chart plots the stated thresholds, and the bars must not be added.
Source: Nvidia: https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx ; Samsung: https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies · USD billions · Announced July 24-25, 2026
The company releases use different scopes
Nvidia calls its arrangement with SK Group a "$500-billion-plus comprehensive partnership." Its release says the parties signed letters of intent covering AI-factory construction, SK Telecom's use of Nvidia systems, Nvidia's access to SK hynix memory and joint development of future memory products. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx)
SK Telecom's account makes the two-way flow especially clear: SK Telecom plans to obtain next-generation Nvidia GPUs for an AI factoryAI factoryAI factory is Nvidia's term for a data center whose computing systems and software are optimized for AI work. [SK Telecom](https://news.sktelecom.com/en/3124) of up to 2 gigawatts, while SK hynix plans a long-term memory-supply relationship with Nvidia. [SK Telecom](https://news.sktelecom.com/228330)
That means the $500-billion-plus figure cannot safely be treated as one supplier's order book. Adding every direction of spending into SK hynix revenue would be like counting both a shop's inventory purchases and its customer sales as sales. Both flows may be economically important, but they are not the same thing.
Samsung's wording differs again. Samsung and Broadcom signed an MOU spanning memory, foundry technology and advanced packagingadvanced packagingAdvanced packaging combines and connects chip components closely so they can exchange data efficiently; the Samsung-Broadcom memorandum includes this work. [Samsung](https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies), and Samsung says the collaboration is estimated at more than $200 billion through 2030. The release does not call $200 billion a minimum purchase, and its "more than" wording is inconsistent with reporting that described the figure as "up to" $200 billion. Not disclosed means the reviewed public documents do not state the term. It does not establish that private documents contain no such term.

The apparent $250 billion remainder does not reconcile publicly
The government's SK total leaves $250 billion after subtracting the stated $500 billion Nvidia amount from $750 billion. Asia Business Daily reported that officials attributed this amount to other global companies whose details remained subject to corporate procedures. [Asia Business Daily](https://view.asiae.co.kr/en/article/2026072514201225774)
The company wording prevents an exact reconciliation. Nvidia says its initiative exceeds $500 billion, so subtracting the entire initiative from $750 billion would leave less than $250 billion, not exactly $250 billion. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx)
Nor are all other partners unnamed. SK Telecom says SK hynix will pursue long-term memory-supply cooperation with Microsoft, that SK Telecom signed an AI-data-center MOU with Anthropic and that it discussed broader infrastructure cooperation with Amazon Web Services. The release assigns no dollar value to those individual relationships. [SK Telecom](https://news.sktelecom.com/228330)
The corrected conclusion is therefore narrower than the original claim: the government describes a $250 billion remainder, but the named public releases do not provide a transaction-by-transaction valuation that reconciles it.
A letter's title does not answer the contract question
Nvidia says the parties signed letters of intent to formalize their agreement, while Samsung says it signed an MOU with Broadcom. Neither company published the underlying instrument on the cited announcement page. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx) [Samsung](https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies)
It would be wrong to infer from those labels alone that the arrangements are either binding or non-binding. The missing text could contain mandatory provisions, conditions, termination rights or later contracting steps. This analysis therefore tests only whether a minimum obligation is visible in the public record, not whether a court would enforce a private document.
- A minimum quantity would state how many chips, memory units or units of capacity must be purchased.
- A minimum payment would state the least money due even if prices or volumes change.
- A take-or-pay term would require a purchase or a payment for the shortfall. [Cambridge Business English Dictionary](https://dictionary.cambridge.org/us/dictionary/english/take-or-pay)
- A non-refundable deposit or cancellation payment would reveal at least part of the buyer's economic downside if the project stopped.
Contract value, new spending and revenue are three different tests
The first test is contractual: what minimum can one party require another to buy or pay? That remains unknown because the public releases do not reproduce the relevant payment, quantity and remedy clauses. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx) [Samsung](https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies)
The second test is economic: how much activity is genuinely new? Nvidia says the July announcement builds on SK Telecom's earlier AI-cloud plan, and SK Telecom announced a gigawattgigawattA gigawatt, abbreviated GW, is one billion watts of power. [NIST](https://www.nist.gov/pml/owm/metric-si-prefixes)-scale Nvidia-based cloud on June 8, 2026. Without a baseline, the public cannot separate previously planned construction from additional July commitments. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx) [SK Telecom](https://news.sktelecom.com/en/3124)
The third test is accounting: when may a supplier report revenue? IFRS 15 says revenue is recognized when or as a seller transfers promised goods or services and satisfies the relevant performance obligationperformance obligationA performance obligation is a promise in a customer contract to transfer a distinct good or service. [IFRS Foundation](https://www.ifrs.org/issued-standards/list-of-standards/ifrs-15-revenue-from-contracts-with-customers/). That later accounting event cannot prove that a firm minimum was publicly visible on announcement day. [IFRS Foundation](https://www.ifrs.org/issued-standards/list-of-standards/ifrs-15-revenue-from-contracts-with-customers/)
Figure
Three tests that answer different questions
Contract obligations, new economic activity and reported revenue are not interchangeable
| Test | Question | Public answer | Evidence needed |
|---|---|---|---|
| Contract | What minimum purchase or payment must a party honor? | Unknown from the public releases | Instrument text showing quantities, prices, payment duties and remedies |
| Economic | How much activity is additional to earlier plans? | Unknown because the July plan builds on a June AI-cloud announcement | A baseline separating previously planned sites, equipment and budgets |
| Accounting | When may a supplier record revenue? | When or as promised goods or services transfer under IFRS 15 | Customer contracts, deliveries and satisfied performance obligations |
Evidence satisfying one test does not automatically satisfy the others.

What evidence would move the finding
A published definitive contract or regulatory filing could establish a legal floor by showing minimum quantities, payment schedules, pricing formulas, conditions and remedies. Until then, the headline estimates cannot be translated into a publicly verifiable minimum.
A deposit or amount due before delivery could appear as a contract liabilitycontract liabilityA contract liability records a seller's obligation to provide goods or services after customer payment has been received or become due. [IFRS Foundation](https://www.ifrs.org/content/dam/ifrs/publications/pdf-standards/english/2021/issued/part-a/ifrs-15-revenue-from-contracts-with-customers.pdf) in the seller's accounts. IFRS 15 defines that liability as an obligation to transfer goods or services for which payment has been received or has become due. [IFRS Foundation](https://www.ifrs.org/content/dam/ifrs/publications/pdf-standards/english/2021/issued/part-a/ifrs-15-revenue-from-contracts-with-customers.pdf)
Construction approvals, equipment orders and capital expenditurecapital expenditureCapital expenditure, often shortened to capex, is spending to acquire, add to or improve long-lived property and equipment. [US Bureau of Economic Analysis](https://www.bea.gov/help/glossary/capital-expenditures) would show that physical implementation had started, but they would not by themselves identify a customer's minimum semiconductor purchase. Capital expenditure measures spending on long-lived property and equipment, not supplier revenue or customer demand. [US Bureau of Economic Analysis](https://www.bea.gov/help/glossary/capital-expenditures)
Deliveries and recognized revenue would provide still later evidence of performance. Nvidia says the first factory in the proposed 2-gigawatt build is planned to come online in 2027, while Samsung describes its Broadcom collaboration as extending through 2030. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx) [Samsung](https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies)
The bottom line
South Korea's $950 billion presentation is a government description of the scale of planned cooperation, supported by company announcements describing very large AI-infrastructure and semiconductor relationships. [Asia Business Daily](https://view.asiae.co.kr/en/article/2026072514201225774) [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx) [Samsung](https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies)
But scale is not the same as a public minimumpublic minimumThe public minimum is the lowest required purchase quantity or payment that an outside reader can calculate from documents available to the public.. The reviewed releases do not let an outsider identify the least amount that must be purchased, paid or forfeited. The honest answer to the article's question is therefore: no firm minimum is publicly quantifiable yet.
What to watch
- Publication of definitive contracts, regulatory filings or payment schedules containing minimum quantities, pricing formulas or termination penalties.
- Company guidance that separates chip purchases, infrastructure construction, technical cooperation and previously announced projects.
- Deliveries, deposits and revenue recognition that provide evidence of activity progressing beyond headline estimates.
- A transaction-level explanation of the approximately $250 billion attributed to SK relationships beyond the Nvidia partnership.
How we did this
- We set the research question before reviewing the figures: what is the smallest purchase quantity or payment that an outside reader can calculate from the published documents?
- We treated the Nvidia, Samsung and SK Telecom releases as the primary evidence for what the companies disclosed. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx) [Samsung](https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies) [SK Telecom](https://news.sktelecom.com/228330)
- We used Yonhap, Reuters and Asia Business Daily to verify the government's $950 billion, $750 billion, $500 billion and $200 billion presentation and its description of long-term purchases. [Yonhap](https://en.yna.co.kr/view/AEN20260725001153315) [Reuters](https://www.investing.com/news/stock-market-news/samsung-elec-sk-group-seal-950-billion-deals-as-south-korea-hosts-ai-powers-4812752) [Asia Business Daily](https://view.asiae.co.kr/en/article/2026072514201225774)
- We searched the named releases for minimum quantities, fixed minimum payments, take-or-pay language, deposits, cancellation payments and published schedules. None of those terms appears in the reviewed announcement text. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx) [Samsung](https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies) [SK Telecom](https://news.sktelecom.com/228330)
- We kept the government's additive presentation separate from the companies' differently scoped threshold estimates, so the $500-billion-plus and $200-billion-plus figures were not added together.
- We separated contract obligations, additional economic activity and revenue recognition because each requires different evidence. [SK Telecom](https://news.sktelecom.com/en/3124) [IFRS Foundation](https://www.ifrs.org/issued-standards/list-of-standards/ifrs-15-revenue-from-contracts-with-customers/)
What this cannot establish
- The letters of intent, Samsung-Broadcom MOU and any definitive purchase contracts were not available on the cited announcement pages, so this analysis cannot determine their complete legal effect. [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx) [Samsung](https://news.samsung.com/global/samsung-electronics-and-broadcom-expand-strategic-collaboration-across-memory-and-foundry-technologies)
- The government and company figures use different scopes. The government describes semiconductor supply, while Nvidia's figure also covers AI-factory construction, infrastructure purchases and joint development. [Asia Business Daily](https://view.asiae.co.kr/en/article/2026072514201225774) [Nvidia](https://investor.nvidia.com/news/press-release-details/2026/SK-Group-and-NVIDIA-Expand-Strategic-Partnership-Across-AI-Factories-and-Next-Generation-Memory/default.aspx)
- The review cannot determine how prices, product mixes, inflation, capacity reservations or future options were used to produce the headline estimates because the valuation schedules were not published.
- The finding is a snapshot of the public record available on July 25, 2026. Later contracts, regulatory filings, deposits, construction disclosures or deliveries could change it.
- No conclusion is drawn from short-term share-price movements because a market reaction would measure investors' changing expectations, not the size of a contractual minimum or the eventual economic effect.
This is AI-assisted analysis under stated assumptions; it is not investment advice or a price target. Figures are as of the publication date and trace to the cited sources; markets and disclosures change.

The Memory Selloff That Skipped Its Own Target
A report that China's DeepSeek is designing its own AI inference chip barely moved Nvidia, the named target, yet knocked memory makers three to four times harder. Tested against the cross-section, the moves do not sort by high-bandwidth-memory exposure, the one trait a genuine inference-memory scare should hit, which points to a crowded, high-beta cohort shaken out on a 'sell the news' day rather than a real repricing of memory demand.

Two Stocks Are the Korean Stock Market Now
When the KOSPI tripped its circuit breaker on 26 June 2026, the wires said 'Korea down 8 percent' and the official close said down 5.81 percent. Decompose the fall and roughly two-thirds came from just two semiconductor stocks, Samsung Electronics and SK Hynix, which now make up about 55 percent of the index, meaning a memory-chip selloff and a Korean stock-market crash have become arithmetically the same event.
